At approximately 3:04 p.m. on February 22, police were dispatched to the report of disorderly conduct. The preliminary investigation indicates the suspect allegedly caused damage inside a residential building and attempted to force entry into a residence. Outside the building, he approached the two victims while exposing himself and caused damage to a vehicle in the parking lot. Responding officers located the suspect outside and attempted to detain him, during which he resisted arrest. With the assistance of additional responding officers, the suspect was taken into custody. Jose Santos Moran, 60, of Arlington, Va. was arrested and charged with Indecent Exposure, Destruction of Property, Obstruction of Justice, Attempted Burglary and Assault and Battery (x2). He was held without bond.
