At approximately 1:25 a.m. on November 1, an officer on scene of a separate call for service observed the male suspect standing at an intersection acting disorderly before exposing himself. Edenilson Majia Santos, 18, of Arlington, Va. was arrested for Indecent Exposure and Public Intoxication.
