Location: 900 block of N. Taylor Street, Arlington VA

Police responded to a report of a suspicious person on N. Taylor Street on the afternoon of September 19. Upon arrival, officers learned that two adult women and one juvenile female saw a man allegedly exposing himself in public.
Officers located the suspect still engaging in the behavior and took him into custody at the scene.
Arrested: Richard Hines, 87, of Arlington, VA
Hines was charged with Indecent Exposure, Public Masturbation, and Indecent Liberties with a Child.
