ARLINGTON, Va. – Arlington County police have arrested a Fredericksburg man on charges of public masturbation following an indecent exposure incident last fall. Authorities are now asking if other victims may have encountered the suspect.
The incident happened on November 18, 2024, around 8:00 a.m. near 28th Street S. and S. Meade Street when a woman walking in the area saw a man exposing himself inside a parked car. The suspect fled the scene before police arrived.
After an investigation, police identified the suspect as Emmanuel Bethea, 47, of Fredericksburg, Va. and obtained a warrant for his arrest. Officers located him on January 29, 2025, near S. Eads Street and 13th Street S. and took him into custody.
Detectives believe there may be additional victims. Anyone with information or who may have encountered the suspect in a similar situation is urged to contact Detective T.
