Location: 900 block of Army Navy Drive, Arlington VA
Time: November 14, 2025, at approximately 4:25 p.m.
A retail theft investigation led Arlington police to uncover a significant narcotics violation on Army Navy Drive. Officers assigned to a retail theft detail were alerted to a shoplifting incident where the suspect fled in a vehicle. A swift response allowed officers to locate and stop the vehicle on S. Joyce Street.
An investigation revealed the vehicle was displaying an altered license plate and was set to be impounded. During a pre-tow inventory search, officers discovered a substantial amount of drug paraphernalia, stolen items, handgun ammunition, and suspected narcotics.
Three individuals were arrested:

Hector Javier Perez Cruz, 54, of Alexandria, VA: Charged with two counts of Possession of a Schedule I/II Controlled Substance, Possession of Ammunition by a Convicted Felon, and Possession with Intent to Distribute Paraphernalia.

Bernart Rivas, 26, of Arlington, VA: Charged with Possession of Cocaine and Petit Larceny.

Yonatan Bran Martinez, 20, of Alexandria, VA: Charged with Possession of Cocaine, Possession of Fentanyl, and Petit Larceny.
